Mentally ill and elderly people held in squalid chicken coops, authorities say

San Bernardino authorities arrested a woman Friday who they say boarded 22 mentally ill, elderly and other people in  prison-like conditions, housing some in converted chicken coops behind razor wire fences.

Pensri Sophar Dalton, 61, was arrested on 16 counts of suspected elder abuse, according to City Atty. James F. Penman. Some of the people appeared to have mental health issues, he said.

“The stench was pretty horrific,” Penman said. “These were very squalid conditions.”

The people were being held in dilapidated buildings, some without running water or toilets. The facility is not licensed with the state or the city, Penman said. Two milk box crates containing prescription medicines were found at the site. At least two of the residents were in wheelchairs.

Police arrested Dalton after going to her home in the 2800 block of North Golden Avenue to arrest a man with outstanding warrants for drunk driving, according Penman said.

Penman said that while some residents were held in converted chicken coops, others lived in shared bedrooms, the doors of which had padlocks on them. Residents ate on two picnic tables beneath a metal roof outside on a dirt floor.

Two  residents were taken to Arrowhead Regional Medical Center in Colton.

Why were they being held? What benefit did the captors receive by holding them? How awful!

Oh LORD.

If not for the serendipitous arrest of someone, these people would be there still.

Will we learn how long this went on? Did no one notice? It seems a 'given' she'll spend the rest of her days in a similar cell as she has provided.

Thank you, San Bernardino, for setting these people free.

And I thought puppy mills were horrific...

May she be accursed and may her deeds be returned to her a thousand fold!

If there is one incident that means that there are at least 50 more in the state of California.

Pharmacists can help locate these horrific unlicensed facilities by doing a search on their databases by address and patient.

When it is found that more than one elderly person is at that address, it can be determined whether it is a licensed facility or not.

There was probably an attempt to hide the patients by going to multiple pharmacies. Pharmacies across the state can cross check addresses without patient names to locate these scams.

Fear mongering and Big Brother paranoia must give way to the protection of elderly men and women.

If it happened to your relatives, you would ask in anger and shock why the neighbors or the insurance company or the pharmacy did not see anything was wrong and alert the police to investigate.


This is frighteningly sad. Seems like the lady took them in with a huge heart but may have become overwhelmed and lacked the technical experience to care for them, alone following laws. This is just one of many places people who are vulnerable without anyone find themselves. Damned if they do, and damned if they dont. I hope the power and control of their money didnt factor in in changing her heart. May God bless her and lets say a prayer for her, because people get old and can end up in this type of place when they have no support network or family.

Well this is just the beginning. I read my Bible from beginning to end and there ain't one word about health care or health insurance. If the Bible says it, I believe it, and that settles it. If it ain't in the Bible, then it ain't so. What I do know is that this chicken coop stuff is where we is headed in this country, what with this socialist-comunist-nazi health care plan. PRAISE BE!

Another free market solution for mental health and elder care!

So what's so wrong? These are the conditions the Republicans will have for all the elderly poor and infirm.

Dear Society.... What is our world coming to when we as human beings have no compassion left in our hearts for the people who need us to care for them and protect them.I pray for all the abused in our world who deserve better from all of us.We should all be ashamed of our actions or lack of actions to protect the vulnerable children,disabled or elderly of our world.

I think this story has major implications on the Health care debate going on right now. I would like to see the same type of coverage that was given to Micheal Vick applied to this story. Access to Health care and Mental Health services would of helped these elders. I truly hope hear more about this story and that pictures and details are provided.

Twinky defense cant be used , it failed the first time. How come no one ever checked this property? How did she become a care taker for " 22 handicapped adults and elderly? Bet you find out that she was taking their SS checks and cashing them , this news clip says it was not a licensed care home , that she and who ever where helping her run it. They need to throw her in a Chickhen Coop and make her poop in a bucket and eat off a dirt floor . Prayers for the people that where found , maybe they will get some TLC they truely need . The person needs to be charge IMO Abuse & Stealing from the Old & Handicapped. Book=em DanO !~~

Under whose authority were these residents allowed to live in these conditions? Was there never an inspection of the dwellings? How did they come to live there originally?

Okay. What happened to everybody else? Released to the streets, perhaps? This story is incomplete and very frustrating. What happened to the Times reporting?

This can't be!? We have the finest health care system in the World! This sounds like socialist fascist propaganda.

So.... the guy in the picture... I'm assuming he WASN'T one of the mentally ill just freed?
